Contour map of Tutuila Island, American Samoa, with 20 meter intervals was made from a USGS Digital Elevation Model (DEM) containing 10 x 10 meter pixels. The DEM was adjusted in the X and Y direction by staff at the Coastal Services Center so that the coastline would match geo-rectified IKONOS imagery.

Compared against geo-rectified IKONOS satellite imagery.
Process for Adjusting USGS DEMs for Guam, Rota, Tinian, Aguijan, Saipan,
Tutuila, and the Manua Islands.
1. The IKONOS images and DEMs of each island were imported into PCI Orthoengine.
2. The IKONOS images were first orthorectified without a DEM using the Rational Functions model, and the resulting image was compared to the DEM. If the shoreline in the DEM matched the orthorectified IKONOS shoreline, then the DEM was considered accurate in the X and Y direction. If the DEM did not match the IKONOS image, then the offset in the X and Y direction was determined and the DEM was adjusted using a program called geoshft_meter.eas, written by Kris Holderied at NOAA NOS in Silver Spring, Maryland.
3. After adjusting the DEM in the X and Y direction, the sea level height of the DEM was determined. If the seas level values were less than zero, the Z values were adjusted up to zero by using the Replace Image Value option under the Utilities menu selection in PCI Orthoengine.
4. The DEMs were then converted from mean sea level heights to ellipsoid heights by selecting the Convert DEM Datum option from the Utilities menu selection.
5. The DEMS were then exported as geotiff files from PCI.
6. All of the DEMs are in the UTM projection, WGS 84 datum. American Samoa is Zone 2 South. Guam and CNMI are Zone 55 North.
Vector line files representing contour intervals were developed using the Spatial Analyst extension in ArcGIS 8.2
